| The Nigerian Conservation Foundation (NCF) is spearheading a project to establish a new protected area in southwest Nigeria from the remaining natural forest areas within the boundaries of Omo, Oluwa and Shasha forest reserves. These three reserves have been heavily logged in the past and suffer from serious farm encroachment and hunting pressures. Nevertheless the remaining forest areas still have high conservation potential and harbour important populations of forest elephant, buffalo, chimpanzee, duikers and the white-throated guenon monkey endemic to Nigeria. An initial survey (Phase 1) has just been completed to assess the extent of natural forest, existing populations of important fauna and the human pressures on the three reserves. The survey recommended the creation of a protected area that will straddle the borders of Oyo, Osun and Ondo states comprising portions of the three forest reserves listed above. The project seeks a manager who will oversee the implementation the next stage of the project (Phase 2) that may ultimately lead to a conservation programme (Phase 3) that will consist of forest protection, research and eco-tourism. A candidate is required who will commit to at least the first two years of the project. OVERALL PURPOSE: · The Project Manager will be responsible for the overall operational management and smooth running of the project. The immediate Phase 2 of the project comprises of overseeing additional forest biodiversity and human use surveys, collaboration with state governments, development of an interim management plan, and development of protection infrastructure. Other responsibilities will include staff management, accounting and administration. · He/She also has a strong role to play with respect to the on-going development of the project and will work closely with partner NGOs (including NCF) on fund raising, marketing and raising the profile of the project particularly with the private sector in Lagos. He/She will also work closely with the three state governments to ensure that they play an active role in the development of project as it moves into the next stage of its development. PERSON SPECIFICATION Qualifications: · At least a 2.2 degree in a relevant subject (Horticulture, Forestry, Agriculture, Fisheries, Natural Resource Management) Experience: · At least 2 years relevant experience in protected area management. · Management of project finances · Senior management of at team of at least 10 staff · Managing/coordinating the inputs of various consultants and partner organizations (NGOs, government and the private sector). Skills: · Ability to use computer word processing and spreadsheets · Excellent negotiating and interpersonal skills · Numeric and literacy skills and fluent in spoken and written English · Good analytical and report writing skills RESPONSIBILITIES: 1. Operations Management a. Project Management Overall management and responsibility for the activities on the project including: · Supervision of staff/consultants carrying out biodiversity and human use surveys · Development of interim management plan for conservation areas · Engagement with relevant state government authorities to obtain their “buy-in” · Establishment and running of a conservation programme (Phase 3) that will consist of forest protection, research and eco-tourism · Coordination of activities between the local parties working together on the project: NCF, the state governments, private sector donors and other partner NGOs · Representing the project to the public, potential donors and other project stakeholders b. Administration and Financial Management · Management of the Project budget · Ensuring that financial reports, reports to funders and other reports are completed on time and in the desired format. · Preparation of quarterly reports (narrative and financial) on the project and for presentation to NCF, the state governments, private sector donors and partner NGOs c. Personnel Management · Direct management of all Senior staff and Junior staff · Recruitment of senior staff with assistance from with partner NGOs. · Selection and supervision of contractors working on construction activities to development protection infrastructure for the conservation areas. · Supervision and training of the state Forestry Department staff who may work alongside the project to protect the proposed conservation areas. Any other duties as required from time to time by the Programme Coordinator TERMS AND CONDITIONS: This is a two-year posting in Nigeria. You will be based in the field but will travel regularly to Lagos for liaison with NCF and potential donor organizations. The project will provide you with an airfare and insurance and while you are in country, you will be paid a good Nigerian salary.
