The World Wide Fund for Nature (WWF) is one of the largest independent conservation organizations in the world. WWF is an international NGO committed to environmental protection. WWF Cameroon is looking for a Legal Consultant in order to increase the professionalism of the government law enforcement and community teams, their performance and impact on illegal activities in the Bouba N'Djida landscape.
Main responsibilities:
• Train MINFOF personnel on procedures for wildlife crime investigation and interrogation, operations, legal follow-up of court cases and production of media pieces;
• Set up appropriate an institutional framework to coordinate anti-poaching operations around the Bouba N'Djida landscape involving stakeholders, the judiciary & gendarmerie services, local administrative authorities and surrounding local communities ;
• Train and backstop key actors of the institutional arrangements in place on international and national wildlife laws (including CITES), enforcement tools and anti-corruption; interagency cooperation, risk management, investigation and interrogation techniques;
• Develop a database on anti-poaching operations, surveillance, arrests and prosecution and their outcomes.
Deliverables:
The main deliverables are as follows:
• A module for training MINFOF personnel on procedures for wildlife crime investigation and interrogation, operations, legal follow-up of court cases and production of media pieces developed;
• At least 30 MINFOF personnel trained on procedures of wildlife crime investigation and interrogation, operations, legal follow-up of court cases and production of media pieces;
• A training module focusing on international and national wildlife laws (including CITES), enforcement tools and anti-corruption; interagency cooperation, risk management, investigation and interrogation techniques developed;
• An institutional framework to coordinate anti-poaching operations around the Bouba N'Djida landscape is in place (statute and other relevant documents adopted by the platform);
• Members of the institutional arrangements in place trained on international and national wildlife laws (including CITES), enforcement tools and anti-corruption; interagency cooperation, risk management, investigation and interrogation techniques;
• A 2-year plan of action for the institutional platform;
• A database on anti-poaching operations, surveillance, arrests and prosecution and their outcomes developed.
What you need:
Required Functional Skills
• Minimum of first degree in one or more of following domains: Protected Area Management, Wildlife Biology, Tropical ecology, Forestry, Environmental law, or any related specialization;
• Minimum of 5 years professional experience in forest and wildlife resources management, wildlife law enforcement and anti-poaching operations training, planning and field implementation.
Required Behavioural Skills
• Adhere to WWF's values: Knowledgeable, Optimistic, Determined and Engaging.
• Willingness and ability to work in a remote areas with low supervision
